Dear Colleagues,
Several of you have written me and asked for clarification on the
purpose of the research that I will be performing on Corporate Social
Responsibility (CSR). The purpose of the research is to measure CSR
participation/attitudes with companies that have contracts with the
Department of Defense in the United States. This is particularly
significant as these companies are currently left to implement CSR on a
voluntary basis. There are no Federal Acquisition Guidelines that these
companies must comply with in respect to CSR.
Current research shows that the United States is under represented in
the field of CSR when compared to the European Union. Global CSR
policies and guidelines are available for firms in the United States,
such as the United Nations Global Compact and for The United States
Government to replicate. The Commission of European Communities has
issued three policies promoting a framework for CSR (Commission of the
European Communities, 2001) (Commission of the European Communities,
2006), (Commission of the European Communities, 2002). These policies
strategically lay out both domestic and global CSR actions by business.
When researching CSR there are a plethora of self identified
organizations that support CSR in the European Union and by comparison a
minuscule amount in the United States.
The opportunity exists within my realm to conduct research with up to
500 companies that have contracts with the Department of Defense. I am
searching for suggested measurements scales to use with these companies.
The opportunity for The United States Government to instill a set of CSR
policies within their Federal Acquisition Regulations (FAR) exists if
the government chooses to modify them. Currently there is no empirical
evidence that would support recommendation for the Federal Acquisition
Regulation to be modified to include CSR criteria when awarding Federal
Contracts. Without government policy and reporting criteria, companies
in the United States have the freedom to choose their methodology for
voluntary compliance.
