    Fellow Simians:

I want to provide an FYI in case you are looking for a great ethics and/or regulatory enforcement speaker for your ethics center or other organization.

About 2 ½ years ago I tracked Frank Casey down and he spoke to several of my classes at UW-Milwaukee and to about 200 businesspeople at a luncheon. Frank was the hedge fund manager in Boston who asked financial modeler Harry Markopolous in 2000 to run a model and see whether it was possible that Bernard Madoff was generating such large and steady returns. Of course, as has been documented in a book, on several TV documentaries and in Harry's testimony to Congress, Frank, Harry and others' efforts to convince the SEC to investigate Madoff over 9 years were ineffective until the Ponzi scheme collapsed and Madoff confessed. Then the investigation began. You can find a brief description of Frank's talk to the Milwaukee businesspeople at: http://www4.uwm.edu/business/research/micbe/ethics/upload/OutlookFall09pg3-5-converted-page3-2.pdf.

In my experience Frank is a spellbinding speaker with a great story to tell, and an all-around great guy. He discusses ethics, the problems of enforcement, and how enforcement could be improved even while reducing costs to the government. Frank is now retired from the hedge fund industry. He does charge a fee (negotiate!) plus expenses.

You can reach Frank at: fcaseymgt@comcast.net.

    Best, Richard
